Kocaeli Municipality Mayor Ibrahim Karaosmanoglu—Municipality Mayor is equivalent to a Governor in the United States. In order to deepen the diplomatic bonds between Turkey an the United States formed in the 18th century both very successful states of Kocaeli Municipality and the State of Maryland have decided to form a Sister City Initiative. This initiative promotes cultural, social, business programs and/or activities of mutual interest between the immensely significant states.

On May 17th, 2018, Secretary Wobensmith and representatives from the Maryland Department of Commerce met with Mr. Fatih Metin, Deputy Minister of Economy for the Turkish Embassy. The Turkish Embassy has been very involved and supportive of the Maryland-Kocaeli (Turkey) Sister State program, and this meeting helped to facilitate more involvement between Maryland and the Turkish Embassy in the near future.

On February 2nd 2017, Deputy Secretary Borunda met with members of the Kocaeli-Maryland Sister State Committee and representatives from the Turkish Commercial Embassy. This meeting discussed investment and business opportunities in Maryland, and strategies for the Sister State program to achieve these initiatives.
